Europe is tackling the cloud oligarchy. Why isn't Canada?

Curtis McCord, Policy Analyst at the Canadian Anti-Monopoly Project, and digital-government expert David Eaves argue that Canada must confront the cloud oligopoly by curbing lock-in, requiring interoperability, and using public procurement to create a more competitive market. They warn that sovereign cloud investments will deliver little public value unless Canadian and foreign providers can be switched between cheaply and easily.
